Code of Ethics

DERROTERO reaffirms its commitment to the highest ethical standards in its editorial work, guiding the Editor, Authors, and reviewers in the fulfillment of their duties. The Editor is tasked with overseeing the editorial process to prevent inappropriate conduct that breaches the ethical policies established by the journal and may consult the Editorial Committee in cases of misconduct.

DERROTERO ethical policies are aligned with the guidelines from the Committee on Publication Ethics (COPE) y Publishing Ethics Resource Kit for editors (PERK). Additionally, it supports and adheres to the Committee on Publication Ethics (COPE) y Publishing Ethics Resource Kit for editors (PERK) . Furthermore, when relevant within the research, Authors must detail the procedures carried out to ensure compliance with the ethical principles and regulations set out in the Declaración de Helsinki.

DERROTERO commitment to the academic and scientific community is to ensure that the published articles adhere to the principles set out in the declarations and laws on intellectual property and copyright, both nationally and internationally. This commitment aims to minimize the omission of relevant data, plagiarism, and instances of falsification. In this context, omission is understood as the deliberate concealment of crucial data affecting results; plagiarism as the unrecognized presentation of data and information from other research; and falsification as the fraudulent manipulation of data by the Authors.

All those involved in DERROTERO editorial processes are fully aware of their ethical obligations and responsibilities, ensuring that all published material meets stringent ethical standards. Should an article, after its publication, fail to comply with the ethical guidelines considered by DERROTERO, the Editor will take appropriate actions in accordance with COPE and PERK guidelines. The Editorial Committee may be consulted in necessary situations.

Below is a brief description of the ethical standards outlining the duties and responsibilities of Editors, Authors, and Reviewers in the context of an editorial process for a scientific publication.

1. Editorial Committee

The Editorial Committee of DERROTERO carries out fundamental responsibilities to achieve the objectives and maintain the academic quality of the journal. These responsibilities include coordinating actions to meet established goals, making decisions on articles to be published, receiving and evaluating proposals, and overseeing the compliance with reviews and recommendations made by reviewers.

Additionally, the Editorial Committee informs Authors about the stage of the editorial process, ensuring confidentiality at all times. It also proposes the content of each issue, plans and coordinates editorial production, oversees technical processing and style correction, and collaborates to maintain the publication's periodicity.

Confidentiality is a fundamental principle, and members of the Editorial Committee are obliged to maintain it regarding the texts received until they are accepted for publication. In case of allegations of misconduct in research associated with a published article, the Editorial Committee will follow the guidelines set by COPE.

The Editorial Committee consists of DERROTERO Editors and the rest of the editorial team, working collaboratively to ensure the integrity and excellence of the journal.

2. Editors

The editor has several key responsibilities, including developing, promoting, and overseeing the DERROTERO ethical policy, ensuring adherence by authors, reviewers, and the editorial team; maintaining a cordial, respectful, and equitable relationship with authors, reviewers, and the editorial team, avoiding favoritism or discrimination; verifying that all submitted articles comply with the journal’s submission policies; ensuring the scientific quality of articles through a competent double-blind peer review process; making objective and impartial decisions on the publication of articles, based on the opinions of reviewers and the editorial committee; ensuring that authorship criteria, the order of authors, their contributions to the research and editing, and confirming that all accept the journal’s policies and declare their conflicts of interest; encouraging researchers and authors to follow the highest standards of quality in research and publication; addressing allegations of possible ethical violations in research or publication, following COPE guidelines and the orientations of relevant institutional entities, protecting whistleblowers and accused, and maintaining the integrity of works through corrections or retractions when necessary.

3. Authors

The proposed documents for inclusion must represent original and unpublished research, providing data and an objective discussion of the results to enable replication by specialists. Authors must commit to avoiding censurable scientific conduct, presenting their findings clearly, honestly, and without undue manipulation of the data. Strictly prohibited are plagiarism, redundant publication, and data manipulation as forms of scientific fraud.

Authorship and recognition must be appropriately attributed, avoiding any deliberate misrepresentation of the scientist’s relationship with the published work. Additionally, it is expected that no substantial part of the article has been previously published or is being considered for publication elsewhere.

In case of discovering discrepancies in their works, Authors have the responsibility to inform to DERROTERO immediately, allowing for modification, withdrawal, retraction, or publication of a correction. If a potential error is identified by the Editorial Committee or the Scientific Committee, Authors are expected to demonstrate the accuracy of their work. Participation in a review process by reviewers is mandatory for all materials submitted by Authors.

4. Reviewers

Reviewers must conduct an impartial and objective analysis of the articles, clearly stating the basis of their evaluation. They are prohibited from accepting the review of articles where any conflict of interest exists that could compromise their impartiality, such as having a personal interest in the research, maintaining personal or familial relationships with the Authors, or being in a conflict situation with the article or the individuals involved.

It is essential that reviewers maintain confidentiality regarding the information and data of the evaluated articles. They are expected to evaluate manuscripts solely on their intellectual content, regardless of the personal characteristics or beliefs of the authors, as the content and ideas presented are what prevail.

5. Scientific Committee

Attend meetings convened by the Editors of DERROTERO, whether in person or virtual.

Propose external reviewers and promote the dissemination of the DERROTERO in national and international academic settings. They also have the authority to suggest improvements related to the quality of the scientific information to be published and the editorial content of the journal.

Identify and propose relevant topics to be included in the DERROTERO, as well as invite distinguished Authors to submit articles on these topics. Additionally, they are responsible for identifying research with high potential for contribution, such as workshops or conferences, suitable for publication. In this context, they may invite speakers to submit results of scientific research to the journal when deemed appropriate.

Authorship Policy

DERROTERO recognizes as an Author anyone who meets all the contribution criteria within the 14 categories defined by the Contributor Roles Taxonomy (CRediT), including drafting and critical revision, and public accountability.

1. Contribution

All Authors must provide a detailed statement of their contributions, which will be published alongside the article, adequately acknowledging their contributions to the research work.

2. Drafting and Critical Revision

The Authors declare having participated in the drafting of the manuscript or in its critical revision, both of the intellectual content and the results supporting the developed methodology.

3. Public Accountability

Each author assumes the responsibility to ensure that all sections of the research work are accurate and complete, committing to investigate and resolve any issue related to the truthfulness or integrity of the manuscript.

Additionally, DERROTERO commits to following the ethical principles of the Committee on Publication Ethics (COPE) in all matters of editorial ethics, including authorship and contributions, ensuring that all Authors who have declared a significant contribution to the manuscript are recognized and understand their ethical responsibilities regarding the publication of their work.

 

Conflict of Interest Policy

Authors, editors, and reviewers, both internal and external, associated with a manuscript at DERROTERO, must disclose any conflicts of interest that could affect the manuscript or its review and approval process. If authors declare a conflict, they must inform the manuscript reviewers, who in turn should recuse themselves from reviewing it if they have any conflicts of interest with the authors or the subject matter.

DERROTERO ensures that it selects suitable reviewers who are chosen based on their academic knowledge and affinity for the topic. In the event of any dispute, the journal will make decisions through its Editorial Committee, adopting appropriate measures to detect and prevent the dissemination of works that may have involved inappropriate conduct during the research. The journal will not intentionally promote or tolerate such improper actions.

If the editors receive allegations of misconduct in research, the Editorial Committee will address them, retracting or correcting articles as necessary. Corrections, clarifications, retractions, and apologies will be published, as appropriate. Ultimately, to resolve disputes, we follow the guidelines of the Committee on Publication Ethics (COPE), where applicable.

Retractions and Corrections

The Editorial Committee of DERROTERO will follow the guidelines of the Committee on Publication Ethics (COPE) when considering retractions, corrections, or expressions of concern about its published articles.

Errata and Corrections

An errata and correction notice will be issued when necessary to amend and/or correct an error or oversight by DERROTERO after publication, which may affect the record of the publication or the reputation of the authors or the journal, but where the academic integrity of the article remains valid.

Retractions

A retraction notice will be issued when a serious error invalidates the conclusions of the article, or when a misconduct has occurred in the research or publication.

Article Removal

The removal of an article will be carried out in exceptional situations where the issues are very serious and cannot be resolved by a correction or retraction notice.

 

Informed Consent for Publication

It is the responsibility of the authors to ensure the privacy of individuals involved in the study is protected, keeping their identity anonymous both in the text of the article and in any images. This involves anonymizing all personal data, removing any element that could reveal the identity of the participants or volunteers, such as names, initials, medical record numbers, online nicknames, or social media identifiers, in any type of material, including graphics, photographs, and videos.

When an author wishes to include personal data or images of research participants or other individuals, it is necessary to obtain their written informed consent (or that of their parents or legal guardians in the case of minors under 18 years old) before publishing such material.

If after the publication of the article it is discovered that information has been included that allows the identification of individuals without the proper informed consent, the article will be temporarily withdrawn until the content compromising the privacy of the participants is removed.

 

Data Sharing Policy

DERROTERO, aligned with the principles of Open Science, encourages authors to share the data supporting the findings presented in their articles.

However, it is not required to share data that may affect the protection, privacy, or security of research participants, or that contravene legal or ethical aspects. It is advisable that this data sharing process be carried out before or at the time of submitting the article for review.

The repository selected to host the data must comply with the FAIR criteria (findable, accessible, interoperable, and reusable) and be open access.

To ensure an impartial evaluation of the article through the double-blind peer review process, this information should not be included in the text of the article. Instead, it should be part of the submission package to DERROTERO and referred to in the comments directed to the editor.

 

Data Citation

Authors are encouraged to follow best practices in the citation of data sets. When relevant, information should be provided about the location of the data associated with the article and the conditions for accessing it, using persistent identifiers, URLs, and DOIs.

Data should be cited according to the APA seventh edition citation guidelines specific for data sets or research data.

 

Data Availability

Each manuscript must contain a specific statement about "Data and Materials Availability." This statement should provide details on the location of the data supporting the findings mentioned in the article, including, where appropriate, links to the data sets that have been publicly archived and were analyzed or generated during the study.

  • Statements on data availability can be presented in the following ways (or through a combination of these if dealing with multiple data sets):
  • The data sets generated and/or analyzed during the current study are available in the repository [NAME], [PERSISTENT WEB LINK TO THE DATA SETS].
  • The data sets generated and/or analyzed during the current study are not publicly available due to [REASON WHY THE DATA ARE NOT PUBLIC], however, they can be requested directly from the corresponding author.
  • The datasets used are in the public domain, and if used in your article, must be properly cited. The reference to the dataset should include a DOI or a URL.

 

Complaints and Grievances Policy

To submit a complaint or suggestion to DERROTERO, it is necessary to draft an email directly to (derrotero@enap.edu.co) with the subject "COMPLAINT" or "GRIEVANCE". All communications will be resolved within a maximum of thirty (30) business days. In cases where the complaint is particularly complex, the complainant will be informed if more time is needed to conclude the investigation.

The complaint or grievance should be precise, specific, and provide sufficient data that demonstrate possible violations of DERROTERO's editorial ethics. It is recommended to attach additional documentation as proof or evidence supporting the reported situation.

 

Open Access Policy

DERROTERO offers immediate and open access to its content, adhering to the principle of freely providing research and the continuous dissemination of knowledge. The costs associated with the editorial management of articles are covered by the Escuela Naval de Cadetes “Almirante Padilla”, the publishing entity.

DERROTERO adheres to the diamond open access model, eliminating the need for authors and readers to make payments, as publication is completely free and does not follow any commercial process. All publications of the journal are under the Creative Commons Attribution 4.0 International License. This license allows for the copying and redistribution of the material in any format, as well as remixing, transforming, and building upon the material for any purpose, provided that authorship and the initial publication in this journal are credited. Additionally, a link to the license must be provided, and it must be indicated if changes were made to the material.

 

Copyright Policy

Authors of articles accepted for publication in the journal retain the moral rights of authorship and are responsible for them, and thus do not compromise the principles or policies of DERROTERO, nor those of the Editorial Committee.

Advertising Policy

DERROTERO is published with financial resources exclusively from the Escuela Naval de Cadetes "Almirante Padilla" (DERROTERO), as part of its commitment to promoting and disseminating research in the field of Maritime and Naval Sciences, Management, and International Maritime Policy.

Exclusive Funding

DERROTERO operates solely with financial resources provided by the Escuela Naval de Cadetes “Almirante Padilla”. It does not receive funding from private, governmental organizations, or any other external entity.

Absence of Commercial Advertising

DERROTERO does not engage in any commercial advertising activities. It does not accept advertisements or sponsorships from private entities for profit.

Editorial Independence

Editorial independence is fundamental to DERROTERO. Decisions related to the selection and publication of articles are based exclusively on academic and scientific criteria, without external influence.

Commitment to Scientific Integrity

DERROTERO is committed to maintaining high standards of scientific integrity. The exclusive funding from the Escuela Naval de Cadetes “Almirante Padilla” ensures impartiality in the editorial process and prevents any conflict of interest.

Transparency and Disclosure

Any changes in the funding policy or any additional financial collaboration will be transparently communicated to the academic community and readers. DERROTERO will provide details about the nature of any additional funding, should it occur.

Anti-Plagiarism Policy

DERROTERO is committed to promoting academic integrity and originality in research. To maintain high ethical standards and prevent plagiarism, the journal implements a strict plagiarism review policy using the Turnitin tool.

Mandatory Plagiarism Check

All manuscripts received by DERROTERO are subject to a plagiarism check using the Turnitin tool before being considered for editorial review.

Acceptance Criteria

Articles submitted to the journal must show a similarity percentage, as determined by Turnitin, of 0 – 20% to be considered for review and publication. Manuscripts exceeding this range may be rejected or returned to the authors for revision and correction.

 Information to Authors

Authors will be informed about the results of the plagiarism check provided by Turnitin. In cases of significant similarities, authors will be notified and asked to make the necessary corrections before the manuscript is considered for editorial review.

Confidentiality of the Process

Information related to the plagiarism check will be handled with the utmost confidentiality. Only members of the editorial team involved in the review process will have access to the Turnitin results.

Author Responsibility

Authors are responsible for ensuring the originality of their work and must refrain from submitting plagiarized material. Submitting a manuscript to DERROTERO implies acceptance of these terms and conditions.

Review Procedures

In cases of significant similarity, the editorial team will conduct additional procedures to assess the originality of the work and will make decisions based on the results of the investigation.

The implementation of this anti-plagiarism policy reinforces DERROTERO commitment to academic integrity and the quality of the research published. Archiving Policy

DERROTERO utilizes the LOCKSS system to create a distributed archive among participating libraries, allowing these libraries to create permanent archives of the journal for purposes of preservation and restoration.

Open Journal Systems, which hosts DERROTERO, is compatible with the LOCKSS (Lots of Copies Keep Stuff Safe) system, ensuring a permanent and secure archive for the journal. LOCKSS is an open-source program developed by the library at Stanford University that enables libraries to preserve selected web journals by regularly scanning registered journals to collect newly published content and archive it. Each archive is continually validated against records from other libraries, so any damaged or lost content can be restored using those records or the journal itself.
