United States - China Geopolitics: Panama Canal (2015-2025) Implications for Maritime Security in the American Continent

Abstract

The Panama Canal, a historic chokepoint of global trade, has become a stage for growing geopolitical competition between the United States and China in the projection of strategic influence. Although this rivalry has been widely studied, a gap remains in the literature regarding its concrete effects on maritime security in the Americas. This study addresses this gap by analyzing the geopolitical strategies of both actors in the Canal during the period 2015–2025. It employs a qualitative, explanatory methodology based on the systematic examination of official strategic documents. The theoretical framework is grounded in realism, incorporating Rimland theory and the concept of smart power to interpret strategic interaction. The findings reveal an asymmetry: a gradual, proactive geoeconomic strategy by China, contrasted with a U.S. response focused on containment, characterized as reactive and coercive. This gives rise to a “geopolitical re-contestation” of the Canal, redefining it as a contested space. This dynamic has reshaped regional maritime security, driving doctrinal changes, the securitization of infrastructure, and increased tensions over state sovereignty.

Cedrid Gómez Torregrosa, Armada de Colombia

Colombian Navy officer. He holds a degree in Naval Sciences, which he obtained at the “Almirante Padilla” Naval Cadet School. His professional career has been focused on security and maritime affairs, and he has also been involved in academic and research activities.

He is a Colombian Marine Corps officer. He holds a degree in Naval Sciences from the “Almirante Padilla” Naval Cadet School and a degree as a Maritime and River Diving Technologist, training obtained at the Colombian Navy’s Diving and Salvage School.

He also holds a specialization in Project Management from EAN University, complementing his military and technical training with skills in project planning, management, and leadership. His professional profile combines experience in the Marine Corps, expertise in diving and salvage operations, and strong management and leadership capabilities.

Oscar Ignacio Arriagada Araya, Armada de de Chile

Captain of the Chilean Navy, with a strong professional and academic background in naval, maritime, and strategic affairs. He is a Naval Electronic Engineer and Staff Officer, graduated from the “Arturo Prat” Naval Academy, and holds a Master’s degree in Naval and Maritime Sciences from the Chilean Naval War Academy.

He has complemented his education with postgraduate diplomas in Institutional Management, Ethics and Anthropology, and International Relations, completed at Chilean universities. He also completed the Fleet Navigating Officer and Amphibious Warfare Course at HMS Collingwood in the United Kingdom.

His academic and research career has focused on the analysis of naval and maritime affairs, as well as issues related to geopolitics and maritime security. His academic work can be identified through ORCID: 0009-0006-7388-3715.
